Focusing on the transforming ambulance role in health systems, Hilary advises AACE and its members on urgent and emergency care strategy, working closely with our national director groups and proactively advocating at national level for an integrated ambulance offer. 

Hilary undertakes discrete projects for ambulance services, providing advice and facilitation in their development of organisational strategy and enabling plans. She also undertakes independent reviews of ambulance EPRR functions and compliance with national standards, providing advice and support in the implementation of improvement interventions. 

Having joined the NHS in 1989, working in acute and ambulance sectors, she has led at trust and national level in governance, quality and risk. Working at a national level representing ambulance services since 2003, she has extensive experience in strategic planning and delivery. With a strong focus on proportionate risk management, outcomes and evaluation she is a recognised leader in improving services, with a track record of achievement in delivery of high profile, complex programmes.

She successfully managed the £multi-million, seven-year Department of Health programme to establish hazardous area response teams (HART) and specialist operational response teams (SORT) across the UK in support of the Home Office counter-terrorism strategy.

She holds a first degree in Psychology and a Masters in Terrorism Studies from the University of St Andrews and provides consultancy to healthcare and emergency services in UK and internationally.
